Will Cosmetic Skins bought preorder or in game when it releases be account wide unlocks?

Sorry if this question has been asked before, but I tried searching for the answer but could not find any. As the title asks..will any mounts/outfit skins purchased in pre-orders or in game be unlocked for the entire account or just one character only on the account? Thank you ahead of time.

    I believe one Character can use a skin at a time.

    I believe Cosmetics are account wide.

    I do not believe you can use the same Cosmetics twice unless you disable them before you transition.

    I forgot to also ask if the skins are reusable or they are bound stuck on that character.

    You can disable cosmetics and transfer them after an application. I don't think they a Soul Bound but they are account bound (Can't be traded).
