Unlocking new recipes but on its for another character recipe book / artisian specialization

If I want to go down the rabbit hole of learning nearly all the crafting recipe that can be available to learn without most of the restrictions being locked to a specific node/faction (1 artistan specialization per character main / alts) is it possible to consume / learn the recipe when I am on an alt.

Let's say I just obtained a recipe that Is useful for my weaponsmith with no specific restrictions but I am currently online on a different alt that specializes in cooking. Is it possible for me to just straight up use/learn the recipe item so it can be committed to my player recipe book when I swap back to my other alt character that specializes in weaponsmith?
