There is no 100% certainty that it will release. The chances of a release are lower than for a triple A title of some big corporate studio, but they are higher than with any other Kickstarter or indie development project out there.
If you were to put any currency towards this, you are buying a chance to participate in testing phases when they start (which is not now). You gain access to skins/cosmetics that aren't unique but ingame assets that may or may not be available through gameplay alone.
At this point, I'd say if you want to play this game, don't buy anything. This project is still at least 2 years away from completion and it could easily be double that. There is a subset of people who enjoy tagging along for the current development journey, like to collect digital non-tradable assets and don't mind giving out a little sum of currency without getting any gameplay in return for years. However when the project is completely done, it will probably pay off in sentimental term only to have spent the money. Suffice to say there is no gameplay advantage to be gained from purchasing now.

It's kinda crazy, can you imagine someone asks funds to build a house and he promises that when the house is built, people can keep comming to have dinner in this house.
Ok, house is built, people have dinner over there regularly. Then this guy sells the house for 2.5 bil... nobody has rights on anything, you don't own not even a brick from this house... but this house was built with your money.
After Minecraft and Star Citizen, I simply decided this type of transaction doesn't belong to this world
Speaking of Star Citizen, Chris Roberts went live in a castle... why deliver the game if you are already rich... if he ever delivers this game, launches it, he can sell for a couple bilions and buy a stack of castles... no employees or backers like me will get anything from it
You are the only one who can answer a variation of that question: "Is it worth it for you?"
Some additional questions may make it easier for you to answer that question yourself.
1. Do you believe in the project?
2. Do you have the money to spare?
3. Would you like to support the project?
If you can answer "Yes" to those three, then go for it.
If you answer "No" or "Maybe" to even one of them, my advice is - wait.
Albeit, if you find a cosmetic you just have to own, then that supersedes everything else.

I fail to see anything wrong with that situation.
If someone did opt to attempt this, and had people put money towards building that house under that agreement, everything is fine.
If you have money and want to invest it in a company, there are ways to do that. Purchasing a pre order pack is not one such way.
