Open dungeons?

How much I noticed in dungeon will be u or ur group but will there be like open dungeons where any1 could enter and exit as they wish witch would open possiblity for pvping in it and also I feel like those dungeon should be extremely diff.

About 80% of dungeons will be open dungeons if the old 20% of dungeons will be instanced stands true.
