Will we have alerts on skills CD?

In wow you can setup alerts when a buff is gone or when an ability if off cd wherever you want, would this be possible in Ashes?
For example I would like to move a single button from the Action bar in a specific location to better track its cooldown, or have in the middle of the screen the position of a specific buff and don't lose track it by looking elsewhere.
Position all buffs top right it's ok, but some buffs require closer attention and having to divert my eyes elsewhere could potentially lead to death!

While add-ons have ultimately been detrimental to wow as a game, UI customization is very nice.
Maybe buff tracking is not an option? I mean if you can see a buff or a debuff on your screen, where you place it should be up to you.
Weak auras is just that, showing you something you already have. I don't want an aura to tell me "CLEANSE", but I would like to track specific buffs/debuffs.
For example in PvP if you have a debuff that could make you stun if another debuff lands on you, it would be nice to know.
