Error Code 5 when trying to launch game

Description:
Upon clicking the launch game button I am met with this.
Had this issue from this night whereas yesterday's stress test was fine.
Bug Reproduction Steps:
Launching the game after an update to log in and play with the launcher being run as administrator
Expected Result:
For the game to successfully launch without incident.
Bug Report - Actual Results:
Error code appears and nothing else, game does not launch and still remain within the launcher.
Reposting this as I saw someone else with the same problem as me post his within the wrong section of the forum. Thus far I have tried the following:
-Repair
-Uninstall & Reinstall
-Permissions of all folders and files set to admin manually including taking ownership (I did this as similar error code 5 tend to be permission issues.)
-running as either admin or just as a user.
-Bypassing the launcher by booting up the application for the game itself AOCclient.exe (just produced error code 10 but is honestly the closest I have got this night to playing the game.)
--launching the game not in Administrator but as a User which produces another different error about the operation needing to be elevated,
For now I am stumped if I missed something but honesty too tired at this point to continue so will check back tomorrow but any and all assistance would be greatly appreciated and I hope this report was helpful.

[FIXED] Right click on the launcher, select properties, select security. Choose your account on windows. give full permissions.
Last week, I reformatted and it launched the game and worked fine, but once I did my normal stuff like disabling UAC and LUA in the registry, I went back to having a code 5 error. I even reverted everything back to default and it never fixed it.
I'm still trying to find fixes involving this without reformatting again. But it seems reformatting is the only way if the admin elevation tactic with folder permissions doesn't work.
