Bug: Unable to bind actions to some keys and key combinations

Description: I was not able to bind actions to my mousewheel, or to shift plus a key.

Reproduction: Within the in game key bindings interface, I tried to bind to mousewheel and shift + a key.

Expected result: I expected to be able to utilize mousewheel for keybinds, and shift + mousewheel or shift + other keys.

Actual Result: When trying to bind those keys, it did not register than I'm attempting to bind anything new, no errors, does not cancel out the previous bind, just acts as though I haven't pressed anything yet.

I did notice that there was a "mousewheel axis" listed under the keybinds for zooming, so I can see how maybe the game doesn't register forward wheel and backwards wheel as separate actions? I don't know how coding works, but if this is just something not fully implemented yet, no worries I just thought I'd report it anyway?

Can't binding "Turn Left" by Razer or Simple Keyboard.

Also reporting that "shift+key" doesn't work, only "ctrl+key" which is displayed as "shift+keys" on game skill's icons.

Also reporting some keybiding not registring anymore keys (None) and stuck with something else.

I cannot bind strafe left in the key bindings. After I select the strafe left row key1 or key2 and press the key I want it to be (left arrow) or a or s or any key, it shows nothing until I close and re-open key bindings. Then whatever key I attempted to make it appears in the strafe right row under key 2. I have tried running the repair and it doesn't matter. This is happening on 3 different computers with 3 different keyboards so I don't think its a hardware issue on my end.
