Resting is not increasing health and mana regen at tooltip rate

Instead of healing 6 health and 7 mana per second, I'm healing 7 health every 6 seconds. Mana is something similar.

Don't know how to recreate it and don't know what caused it as it was this way immediately upon logging in today.

    I noticed this earlier today as well. Numbers match up to what it is happening on my end as well. I am not sure if something the character is doing is causing this because I've done a few different things while leveling and it always happens.

    Maybe it is what they wanted and just didn't update the tooltip maybe?
