Party Experience Bug - Power leveling

You can currently abuse power leveling by having the power leveler(carry) be the party lead. The level requirement of being within the 9 level range of the monster only applies to the party leader, causing the other party members to receive experience even if they are not within the 9 level range.
Bug Reproduction Steps
Example: You are a level 20 Mage and want to help your level 1 friends level fast.
Step 1. You (20 mage) be the party leader and invite your level 1 friends.
Step 2. Kill a level 29 monster.
Step 3. The level 1 party members will still receive experience.
Expected Result
The expected result in the example above should be that the level 1 party members do not receive any experience as they do not meet the level requirement range for the level 29 monster.
Bug Report - Actual Result
In the example above, the actual result is that the level 1 party members still receive experience.
