Diplomacy with Enemies, Friends and Escalation

The concept of diplomacy could be a very long topic but I will make it short. In irl politics, people who don't get along still use stages of escalation. All escalation is a large gradation from full war where there are no rules, to occasionally stealing an adversaries documents (not and enemy an adversary). You could spy and take a friends information and escalate to adversary and that could further escalate to enemies.
If in irl a country loses a member of armed forces to a poor judgement, a stray bullet strikes down an armed forces personnel, it's possible you never hear about it. There's every level of escalation and it requires thinking about how you should respond to prove a point without ruining the possibility for diplomacy, subtle recourse, financial back room reparations, etc. The stray bullet was not worth going into all out war but it still can have repercussions dealt with by the leaders.
Juist consider not throwing away all of the possible diplomatic solutions by going full fledged kill-on-sight now and forever before you need to or just because you can.
I'm only sharing this because I think that people can benefit by using diplomacy before the hatred ruins all possible resolutions between guilds. This is why politics are used to solve problems and also why it's not a perfect system because it's not a cure all but a way to find solutions to unending conflicts.

Nothing wrong being a pirate but it can cause problems too. At lest with politics you can pretend like you are a nice guy and hide among the good folk.
