exactly the same problem for me, i tried to download XINPUT1_3.dll but now i have this error message

See Brotang's post where he recommends just installing DirectX from Microsoft's website - I had the same problem above, reinstalled the game twice without success (same error again) and this solved it for me. Took 2min. https://www.microsoft.com/en-us/download/details.aspx?id=35
