Quest Journal Bugged on all toons

My quest journal appears to be bugged. I have 4 toons all on the same realm, at various levels, and all show the current quests with 0 items completed, and i am getting no updates trying to complete them. I am going to reinstall to see if it helps. If not, i will try to create a new toon and see if that changes anything.

So the apparent fix is to just delete all the quests, and re-complete them. Kind of a pain, but better than deleting the toons and starting over.
