    Yes, that first time was when Steven explained what Open Seas were. And he didn't mention any timedness of that feature. And if you heard it from some other time/place - then you were either mislead or misunderstood it.

    Or, of course, you simply assumed something that wasn't the case. We've all fallen prey to such actions, which then bit us all in the ass because all those assumption barely ever work in the context of Steven's preferred design :)

    sigh... so anyways, if you did read the title of this topic, that was my suggestion (also Steven often says everything might be up to change)
