Does Ping will heavily effect autohit or number of hits ?

Hallo i am an Archeage player
my concern is because i used to play from asia in an NA server.
Playing as a Archer and mage is a huge No for High Ping Players because the differencess in Ping really effect the gameplay ( in archage ( Good ping = High Damage / bad Ping= Low Dmg)
Example people with bad ping only can shoot 3 arrows each cast of skill but for people with great ping can shoot up to 5 arrows. ( same as mage Fireball)
i am hoping i am able to play in NA to join the guild i had fun with back then fighting off Steven in Kyrios and The guild Blank in Lucius ( without having these bad effects.
