Graphics Issues

I'm facing some issues with the game graphics configuration the first one:
I cannot active Frame generator the ui shoes this Error: Not Supported by RHI
socond one: the visuals are odd, comparing with the videos and strems that i see my game looks like a complete different build... the skills effects are awful and therare many textures that doesn't fully load.
Mi in game config is:
Graphics Quality: Ultra,
Super Resolution: Quality
Frame Generation: Off * (not possible to activate it)
Reflex: Disabled
Frame Limit: Disabled
Particle Respawn Rate: 1
View distance: Cinematic
Global Ilumination: Cinematic
Post Porecess Quality: Cinematic
Effects Quality: Cinematic
The rest of settings are on Epic
Optimize Shadows: disabled
Motion blur: Disabled
This is my Setup:
CPU: Ryzen 7 9800X3D
GPU: RTX 4070Ti Super
RAM: 32 GB 6000 MHz
Stirage: M.2 SSD Gen 4 2 TB
SO: Windows 11 Pro Ver: 26100.2314
