Editing Layout--Items of Layout Not Clickable

When editing the screen layout in game, there are items that cannot be clicked on.
If you edit your layout, there are parts of the layout which stay not-highlighted and unmovable. It's as if there's invisible items blocking your mouse click to choose the part of screen real estate you are trying to move. After rearranging my layout, the targeted player frame had to remain where it was, it became unclickable.
