Crafting XP Bonus not working

Crafting XP bonus appears to be broken. I tried crafting in a node with no bonus, while i was naked. I then tried it with the apprentice pants and shirt and in a node that shows "XP Bonus for Crafting" it doesnt give you any of the bonuses that these items or the location should.
