Apprentice Mana Salve unusable

I just crafted a batch of apprentice level mana salves, uncommon rarity, but they are unusable. When I click on them (either on the hotbar or directly in inventory, no difference) nothing happens. It doesn't go on cooldown, the item isn't removed from inventory, I get no mana regen - nothing happens.

I seen the same problem with the store bought apprentice mana salves. I thought it was just me, but no amount of clicking them will allow me to use them!
