all players and npc flickering

not sure what the proper term for it is but when i go into a town especially npc's and player chars will appear and disapear almost like flickering off and on. any idea if its me or ...?
4070ti super is my gpu i-7 i think i should be ok. I even dropped the graphics to low and still same thing.

I think it was due to dense population and i think server side. Will be something to do with dynamic render distance depending on how populated the SW is.
