So my idea here is to allow anyone of any level gathering to gather any node with a caveat. If you do not have the certificate/level for the item you are gathering it has half yield with a 20% chance of completely destroying the material on gathering it.

What this will do is keep opening up nodes to spawn more of the tier 1 materials, and players will be able to more effectively gain experience for their gathering skills.

Yes, this is a fix for a filler system, but fixing it for better overall testing is worth doing, and the work required for this change is extremely low.
