Just about every time I go out to hunt bears, only 15% to 20% are carcasses. And on top of that, the rarity of carcasses is garbage compared to other gatherables. Even players with legendary apprentice gathering gear have been saying finding even heroic carcasses pretty much never happens. And I dont think I have ever even seen a legendary carcass this phase or in phase 1.
