Service Request Timeout. Code 33

I have been having this problem for weeks. Every time I launched the game it tries to connect for maybe ten seconds, then I get the error code. I saw a few posts about some people having the same problem. RARELY if I let it sit with the error code it will actually connect and let me log into my character. This is maybe once every 10 launches and even then it takes about 5 minutes before everything gets going. I have been able to find any sort of workaround
