Slagbreaker Mining Pick - Tool stats not working

Description
Crafted the Slagbreaker Mining Pick, pick had 491 mining rarity, when equipped with no clothes, just mining bags my characters mining rarity was 73.
Initial Actions
I used the processing and crafting benches down in the befallen forge, input all the materials, the Slagbreaker Mining Pickaxe replaced my Journeyman Mining Pickaxe (the T3.5 recipe), reviewed character stats
Expected Result
Expected my character stats with all my gear to add the difference between my Journeyman Mining Pickaxe and the Slagbreaker Mining Pickaxe to be added to the "Mining Rarity Rating" stat under Character>>Artisan>>Gathering>>Mining stats.
Bug Report - Actual Result
Once the pickaxe was equipped in the mining tool slot, it added no stats. Made character mining stats worse. Resulting in an almost non-existent yield of coal where coal (before) could at least be found occasionally.
Notes
Sucks because of the big materials investment that is essentially thrown in the trash, also wanted to craft a lot of the high-end recipes for armor/weapons to see if there are any issues with those crafted items as well, big impact to being able to test and explore higher-grade recipes requiring coal/steel.
