Clittering metal strand rarity affects crafting quality

I tried to craft The Brace of Balm, it contains 1 unit of glittering metal strand and 2 units of legendary grave bolts + Pelomneh's nursing cloth.
Glittering metal strand only drops in gray, and in processing, when you melt glittering metal in Forge, gray can be added to an ingot of any color and you will get a new ingot of the same color as the original. Thus, the color of the glittering metal strand does not affect the final product. However, when crafting, the color of the glittering metal strand affects the final product as a regular ingredient.
I think this is a mistake, because glittering metal strand only drops in gray and there is no way to craft an item of maximum legendary quality.
