[Quest] Surplus questgivers bugged

Hello,
The Surplus quest givers: ones inside and outside 2nd Sword Outpost (sorry if I butchered the name) and the one in New Aela (inside a house) have no option to start the quest. The only have that worked for me is the one in Samia's Hope.
