Can't start quest over if abandoned.

I was meant to abandon a commission, but accidentally abandoned the second part of the quest line The Tower and The Wolf (Find an use for the shining shield), which you start by using (right click) a quest item.
Expected to still have the quest Item once I abandoned the quest, but instead, the item was deleted with the quest.
Now the quest line is bricked, and even if I try to start from the very beginning, the Salvageer says "You got your reward, now go away.

Forgot to mention that the item you use to start "Find an use for the shining shield" is a reward from "The Tower and the Wolf" quest.
