Alt-tab while in Fullscreen causes game to switch monitors

Description
Setting Window mode to Fullscreen then pressing Alt + Tab while game is in focus causes game to open on another monitor rather than the monitor it was initially on.

Bug Reproduction Steps
1. In game, open Settings > System > Display
2. Set Window Mode to Fullscreen
3. Press Alt + Tab, to switch to another window
4. Press Alt + Tab, to switch back to game

Expected Result
When Window mode is set to Fullscreen, pressing Alt+Tab does not change the monitor configuration of the game.

Bug Report - Actual Result
When Window mode is set to Fullscreen, pressing Alt+Tab changes the monitor configuration of the game.

For anyone experiencing this issue, rather than switching Window mode to Windowed then moving you can instead press Win + Shift + Left Arrow or Right Arrow depending on which way you need to move the screen. This will allow you move the game window while Fullscreened and focused on the game.
