Steam loading problems

AOC wont launch from steam , I have validated files , googling the problem seems to have no fixes , is this common?

every other game works fine with no issue

is it a known issue ?

These are things to try.

Temporarily uninstall any AV software, reboot the system.
Temp disable any security software/firewalls, vpn, proxies.
One at a time, open the following folders by pasting the following into the directory bar (Not the search bar to the right), then deleting the AOC folder, the Intrepid Studios folder, and the IsolatedStorage folder, if they exist.
1. %ProgramData%
2. %AppData%
3. %LocalAppData%
4. %Temp%
Attempt to launch the game.

Mepps these did not exist for me and I have tried everything else the game just will not launch and even if i do get the game to launch browsing the local files and running as admin I get Error Code:10 and then 23 with no servers
