How long is the cooldown for changing citizenship? My towns mayor has been unactive for a while with no new buy orders, no new mayoral commissions and it's just a waste of time to be apart of the town. Is it possible to change once without a huge penalty. It is brutal. Just want to help a settlement that cares a bit more.
