EA Hotfix: Stop Region Bricking (Crafting Demolition Guardrails)
In EA right now, one organized group can brick an entire region’s progression by demolishing crafting buildings. Even if long-term systems will fix this later, EA needs guardrails ASAP or people will quit.

ASAP stopgaps (do now):
- 🛑 Temporarily pause demolition of core crafting buildings until real counterplay is live.
- 🏛️ Add an unremovable “Novice Crafting Hall” in each major hub/region (basic stations only; upgrades stay political).
- ⚔️ If demolition stays: make it a contested event (24–48h warning + map marker/announcement + defenders can stop it) and cap demolitions per time window.
- 🔧 Add a fast recovery path (auto-rebuild or rebuild quest/escrow) so regions can’t stay dead.
- 🗳️ Anti-snowball voting rules: residency requirement + citizenship cooldown before voting on destructive actions; limit ballot participation during election windows.
✅ If you only do #1 + #2 + #3, the game becomes playable immediately and “region bricking” stops being fatal in EA

Long-term anti-monopoly (separate from the crafting-brick fix):
- 📈 Add soft caps via scaling upkeep for controlling multiple nodes/settlements.
- 🧾 Tighten mayor “damage powers”: tax changes ramp over time, and approvals require quorum/supermajority so large guild control has real cost and can’t instantly grief a region.
