There is no way to ban out gold sellers in a f2p game like GW2. It's impossible. The way you "fight" gold sellers is to reduce the demand for their services, not by trying to compete with them on price (the gold sellers will always win on price). That said, the mere fact that Ashes will be subscription-based will naturally reduce the number of gold sellers. They will still be around of course, but they will be less present than in a f2p game.
