QUESTION: About new Mayors of Settlements.

In the Livestream, you guys mentioned that the Mayor decides what to build in empty plots, like an Armorer, ect. Since we know that the position of Mayor can change hands to another player, will the new Mayor be able to tear them down and re-build the Settlement with a different layout?

Yes the mayor has full control over those Mayorial footprint building spots, so it is important for the citizens to ensure they keep the mayor in charge that has their best interests in mind.
