Honestly, after what Patrick Stewart did to the franchise by coming back for the more recent series(sjw/dystopian garbage) - which was in my view an abomination, I'm going to have to say Janeway was the best. Sisko was cool but I didn't like the ending of DS9.

I really love Patrick Stewart (he was even in one of my favorite movies, DUNE) but he will always run a very close second to Kirk. TOS I still enjoy watching today.
