How does a DPS meter help here? You either beat the encounter or you don't. If you don't it's more likely that 'you stood in the fire' rather than 'you didn't do enough DPS'. Adding (support for) a DPS meter will just cause people to hyperfocus on a completely irrelevant number to the detriment of everything else. You can see what this does to other games, where people only ever play spreadsheet hero. BORING. Play the game, not the spreadsheets.

I think the real reason behind not allowing meters is to knock down the goal of playing "good" and to have players focus mainly on the open world opportunities and interactions.
