(how have other games handled this?) Housing is based on node size, and can be increased by the mayor. I'm not 💯 sure on how free holds work but I know you can put a house on em. Since you have to be a citizen of a node to have a free hold, maybe you'll be able to sell your apartment once you've built your homestead?
