There is a 60 second timer on logout planned to stop people from doing the alt-f4 or "my computer lost power!" trick to avoid consequences. With Ashes intended 30-45 second time to kill for an encounter, this stops people from logging out during combat. Could they find a place and log out when not being chased? Sure. But they will not be avoiding a death by just logging during an encounter since they will persist. Since corruption and exp debt doesn't "tick down" they are not saving any time by doing so. When they log on the next time, it will still be there waiting. Others provided links to the wiki and answers for the second and third part. Good luck.
