Instead of having 2 action bars with 10 ability slots i would rather have 4 bars with 5 ability slots.
This would make playing in action camera far easier. With my left hand i can reach the 1 - 5 key while using wasd to move and use the mouse scroll to swap between hotbars. This way we could benefit from the advantages of action combat without loosing the amount of skills we are used to from using a tab target system.

    UI will be customizable, but I don't know how much of it

    Anyway, I would have 2 bars with 10 and I would follow my Guild Wars 2 pvp settings of keys 1 to 5, then instead of keys 6 to 10 i would use mouse3, mouse4, mouse5, etc
    PvE means: A handful of coins and a bag of boredom.

    i should give guild wars a try, see how the hybrid (action/tab) interface works there. I'm used to full action combat from ESO so it's kinda hard to picture how skill rotations would work in a hybrid system like AoC's
