You are going to be playing on that specific Brazil harmonized server. So you may have gotten a cheaper sub, but you locked into that one specific server, which since is localized to that region, will be full of whatever language is dominant there, (good luck if you don't speak Portuguese), and have to deal with a shittier ping in a PVX game. Your overall location will not determine how much you pay, what servers you play on will.

A lot of people have VISA cards Revolut or Wise where you can put whatever the country you want. And for example Turkey will certainly be connected to European servers. The best thing Steam found to fight against fraud was to keep discount for countries with lower revenues is to allow change of country every 3 months minimum.
