The reason most games limit quests to being daily is because the reward/time investment ratio is high. If a quest has its rewards so low that it is among the last thing you would spend your time on, there is no need to restrict it to being done daily.

I think, typically, the issue is fear of missing out - when you can lose significant progress by missing a day. APOC indicated that the IS devs know how to do this well.
