I read about the part with the 3 weight classes for weapons that determine the basic attack patterns and possible movement during those attacks. But I'm not sure if I understand the "energy" part?

He means the essence You do not go with a dagger onto a battlefield. Dagger is useful as a weapon easy to conceal. But we are used also to endless number of throwing daggers and arrows. Or arrows changing direction to hit the target...
