wtf is going on with flagging?

lvl 13 mage is able to flag kill me, i cant attack, i try flagging, cant attack, he kills me, gains zero corruption, I actually really try to engage him. cant attack. he kills me again (number 3). now hes at the Ember....whatever. camping me. all the while XP debt is piling up. not sure this is whats intended.
