Sudden reduction in NPC draw distance

Description
During the second half of testing on 11/3/2024 the draw distance for NPC mobs became too low.

Bug Reproduction Steps
Wander around the Riverlands.

Expected Result
NPCs are visible outside aggro range.

Bug Report - Actual Result
NPCs don't appear until you are sometimes too close to avoid aggro range.

this was better before. Please we need to see who is trying to gank us before we get "F"ed

This was also true for the glow on the remains of an NPC. At some point, I began to walk very near any remains, which might cause them to suddenly glow as lootable. The glow did not appear at medium distances.
