Character Creation not possible (Error 14), Client closing & Char Editor Save/Load not working

Description
I can't create new Chars. Everytime i try i get error "14" and with this Error the client does close directly. Also when i save and load a char in the editor the char does not look like the saved on.
Bug Reproduction Steps
I created a lot of chars to safe my primary names (3-4) on all EU Servers (3). Later i deleted on and tried to edit a new one with the correct class and looking but with clicking on "create" i got the error "14" and the client does close. The same happens with new names (not the previos saved ones).

Edit: After deleting the 7 Chars i had before, now it works - so the limit seems not to be 10 like expected but got lowered this week
