Fishing doesn't work

What happens: when in water a clunk noise occurs every so often but no fishing animation and skill does go up. Current weapon (wand) stays shown. Occurs even when standing exactly where other players can fish fine. Note only tested with player-created pole as I had caravan-flag bug when I had the starter pole. Sound goes away when leaving water and comes back when standing in it.
What should happen: no idea as could not get to work anywhere on the map (and I explored pretty much the entire map except the desert and jungle). Presumably fishing should work as everyone on the server said it should just automatically work.
