Everyone ought to have a chance at being a mayor for a time.

I worry that only the most popular, or richest, or most dedicated to grinding, or only people who play the top 10% of hours in the game will have a chance at mayorship or ownership of a freehold. There needs to be a node type that is accessible to the ordinary joe player.
The following is "a" possible solution to this problem, but I don't want it to be interpreted as my take as "the" solution. I would like the everyman to have a chance at the best content, and I'll be happy if there is any solution that accomplishes this.
My solution would require a new type of Node. Call it a Luck or Chaos Node -- Have one (or more) Nodes where the mayor is chosen by someone drawing the mayor card from the "deck of many things". I pulled the name of that deck from dungeons and dragons, so with licensing conflicts rename the idea anything you'd like.
Deck of many things drops once every 24 hours, +/- 12 hours, randomly in game, from any random mob on the entire map (you could be level 1 fighting gremlings to max level doing a raid), and disappears from inventory when used or when left unused for 12 hours. The deck could allow only one drawing, or require you to choose how many cards you are going to draw, 1-3.
Potential cards from the deck:
- Become Mayor of a chaos/luck node. (this card is only in the deck if there is either a mayorless node, or there is an existing mayor who has been mayor for at least 30 days - if there is more than one Node that fits these criteria, pick the Node at random)
- Go in to a full level of experience debt.
- Gain a full level of experience, or draw two more cards (yes, I lifed this one straight from dnd).
- Become owner of a freehold or, if you own one lose ownership. (initially all freeholds in chaos/luck nodes are owned by the deck. Over time this card only shows if the deck owns a freehold. Losing a freehold changes ownership to the deck)
- Double your gold (up to 500)
- Lose your gold (up to 500)
- Gain +5 on random stat
- Lose -5 on random stat
- It is your lucky day -- for one in game day, drop chance/amount doubled.
- Shit luck buddy -- for one in game day, drop chance/amount halved.
- Ooooh Shiny! -- for one in game day, all resources gathered/harvested are +1 quality
- The sky is grey -- for one in game day, all resources gathered/completed are -1 quality
- A creature is summoned to fight by your side for one in-game day (of a quality a summoner would get at your level)
- Cowabunga! Your most valuable piece of unenchanted gear gets +5
- Poof! Your most valuable piece of gear disappears.
I guess it is basically a lottery, but personally I'd feel really gratified if I knew there was at least a chance I'd have access to top level content (mayorship and/or freehold).

This game is kind of designed for that top 2% of players, with the hope that the 98% stick around for some reason.
There is no intention or desire for average players to be in positions of power in this game.
Advertising wise it'd be better to focus on more group and average player experience. Like in ESO early on they were big on the massive faction warfare. (where a small select few would achieve emperor)
Many people fall into this notion that everyone needs to 100% the game. Where the only reason to play games is to either complete games or pvp. MMOs only last by adding new content that adds to the completion bar or if they have good pvp that is worth returning to. Having "legendary" type of content gives permanent reason to work towards something.
If the so called completion bar is low, which it will be at launch, the game will be "completed" too quickly if these exclusive hard to work towards goals do not exist.
I'm for skill based fluid combat, mechanic counterplay, and player+build individuality.
