Boneyard Brigade Quest - NPC Scouts Not Appearing

In the quest "Boneyard Brigade," the dead NPC scouts do not appear at their designated locations, preventing the recovery of the records.

Bug Reproduction Steps

Start the quest "Boneyard Brigade."
Proceed to the marked locations to find the dead NPC scouts.
Observe that the NPCs are missing.
Expected Result
The dead NPC scouts should be present at their marked locations, allowing players to recover the records.

Bug Report - Actual Result
The dead NPC scouts are absent from all locations, making it impossible to progress in the quest. No error messages are displayed.

    NPCs/interactable objects have an atrocious respawn rate. In the game's current state, it's not worth wasting time waiting for respawns for anything.

    This quest (The Boneyard Brigade) took me 3 days to complete, because of the number of players also on this quest. But now I can't turn the records in. The quest NPC doesn't seem to have the conversation for quest turn in.
