I am just curious about this quest... did someone was able to resolve it?
(It is a level 10 quest)
I only got 1 Skull....by chance, no clue where to look for the others... i don't know if the quest description is a bug or a feature

It's extremely hard to find them. You need to find the "lost notes", which can be anywhere in the Riverlands and appear as scrolls on the ground with a green glimmer around them. Each lost note begins a treasure hunt that rewards you with one of the skulls.
This is just one of many really interesting and very hard to complete quests that I've been spending a lot of time on!
