Caravan is bricked after the latest vehicle changes

I have been using the free slots in my vehicle action bar to bind rarely used mounts and because of this my bar lacks the turn in skill used to park vans and caravels. Since you can't activate or drag that action from the skill book, all of my vehicles are effectively unusable. I have tried everything including deleting my caravan to fix this issue but nothing worked. There's always the nuclear option of resetting everything completely but I'd rather not do that.
Ideally when you remove all icons from the action bar it should set them to default, however it is still lacking the turn in button on my end.
