T1 Settlements Should Be Able To Construct All Crafting Benches

To promote player spread and setting up a base, all Tier 1 Settlements should be able to have crafting benches constructed by handing in crates, or similar efforts.

I don't particularly care about the costs - it's a matter of balance - I just want to gain player agency in the world.

    This is a really great QOL thing. Like, why do we have 3 construction projects to level up a Crossroads that do absolutely nothin? The settlement exp reward is negligible. Let us feel the effects of the work we've put in!

    This would be glorious, and would feel much more meaningful than XP grind which is not that reliable
