Yes, that's exactly it. Those who want to see HP bars during PvP will still see them. Those who want to harass players who don't to fight back won't be able to do it without risk. (View Post)1 -

It definitely is. Also, an idea to consider is to make HP bars of your clan members visible regardless of their combatant / non combatant state. Possibly alliance members too. (View Post)2
